The ICAO ELP requirement is set internationally, but each country's civil aviation authority administers testing and renewal. Always confirm specifics with your own authority β the links below are starting points, not exhaustive guides.

βοΈ Converting a Foreign Pilot License to a Japanese License
This is a general overview, not legal or regulatory advice. Procedures and required documents change β always confirm the current process directly with JCAB before starting.
Pilots holding a foreign (ICAO-compliant) license who want to fly in Japan generally need to go through a license validation or rewrite (ζΈγζγ) process with JCAB. The typical flow includes:
- Confirming your existing foreign license and ratings are ICAO-compliant and current
- Submitting an application to JCAB along with supporting documents (license, logbook, medical certificate, etc.)
- Passing required Japanese aviation law and/or practical examinations, depending on the license type
- Meeting the ICAO ELP requirement β your English proficiency level may need to be demonstrated or re-certified as part of this process
- Receiving your Japanese license once all requirements are satisfied
